Galls, Diseases, and Pests - Cat's Ear Gall Wasp
Phanacis hypochoeridis
I decided to take a gall home with me and see what it looked like inside. You can see the round chambers where the larvae develop. There even appears to be a larva occupying the depression on the right. Apparently the larva feed on the gall structure before they pupate.

I'm not sure if that is a larva--or part of a larva--by the chambers. The white sheath in the left chamber may be an exuviae (exoskeleton) left after a larva pupated.
