An achene is a dry fruit that contains a seed. Chamise achenes are very small!
The first time I noticed these galls was in a photo I had taken of scale insects on a chamise branch. The lighter brown mounds are the scale insects. But those exit holes in the achenes are pretty obvious!
The swollen achenes in this photo are the ones with galls.
