Later as the weather warms, the plant tissue starts to form a white spore layer, which causes the gall 'domes' to appear.

The white spores are very obvious on the underside of the leaf. The spores are a fungus' "fruit" which spread the fungus. Spores produced in the spring and summer are dispersed by wind, splashing water, and insects, then overwinter on plants until the next spring when new galls are formed.
