Disholcaspis canescens
I believe this is a very young Round Honeydew gall. It is smaller and much more red than older galls are. But it's hard to find photos of this species for comparison.

The honeydew on the galls also creates a great environment for sooty mold, a fungus that grows on the gall's surface. Here you can see the spots that are darkened by fungus growth.

The honeydew here appears to have crystallized.
