I'm not sure why these galls on Blue Oak are more rounded and less pointy. It's possible that they have been altered by an inquiline. Inquilines lay their eggs in a gall produced by another insect, but they differ from parasites in that they don't harm the larva of the species that created the gall.

This is a Spined Turban Gall on a Valley Oak (as are those in following photos). It is very different looking than the majority of the galls on Blue Oak.
