Galls, Diseases, and Pests - Unknown Sagebrush Stem Gall

I first noticed these galls because the California Sagebrush (Artemisia californica) branch tips they were on were balled up and hanging down a little. Like little weights on the end of the branches. As of this point, these Sagebrush galls have not been identified.
